In his 2012 budget, President Obama proposed killing funding for the Diesel Emissions Reduction Act created in 2005, even though Congress approved five more years in January 2011. Proponents argue it should have been continued, citing the 372-to-52 House vote to continue it, and they estimate there are still lots of engines out there to retrofit or upgrade.
